revocation delta
A small signed list of domains whose decision for an action flipped since a given time, for example from allow to block during an incident, so an agent that keeps answers offline only needs to call when something on its list changed. The approach is borrowed from certificate revocation in TLS.
What revocation delta means
It covers the changes it lists; an agent past the list's freshness has to fetch a new one.
